Ralls County Commission Meetings
January 9, 2020
Ralls County Presiding Commissioner, Wiley Hibbard called the adjourned meeting to order with the following members present: John Lake, Western District Commissioner; RC Harlow, Eastern District Commissioner; Sandy Lanier, Ralls County Clerk. The minutes from the January 06, 2020 meeting were read and approved. Randy Anderson from Abel Oil met with the Ralls County Commission about 2020 fuel prices. Wiley Hibbard made a motion to pay $50.00 for Planning and Zoning meeting for board members. Motion passed. The Ralls Commissioners received the Cash Receipts Journal for the month of December 2019 from Jena Epperson, Treasurer. The Commissioners received the Circuit Court Disbursement for the month of December 2019 from Gina Jameson, Circuit Clerk. The Ralls County Commission discussed 2020 fuel prices with Abel Oil, Big River and MFA. They decided to purchase fuel from all fuel companies because of the multiple locations. Road maintenance was discussed. Meeting was adjourned. Commission will meet again on January 13, 2020 unless convened by court.
January 13, 2020
Ralls County Clerk, Sandy Lanier, designated RC Harlow as acting Presiding Commissioner in accordance with MO Revised Statute 49.070 in absence of Wiley Hibbard, Presiding Commissioner while he was in Jefferson City with Eminent Domaine with the following members present: John Lake, Western District Commissioner; Sandy Lanier, Ralls County Clerk. The minutes from the January 09, 2020 meeting were read and approved. John Lake made a motion to pay Sustainachem $576.80 for an added chemical for our heating and cooling system. Motion passed. Wesley Stephenson from Tenaska met with the Commissioners about wind farms.
Commissioners held the 2020 Budget Hearing. Now on this day the balance on hand for the County Revenue Fund is $178,752.75 with the estimated 2020 revenues of $2,618,308.72. The total estimated funds available for 2020 are $2,797,061.47. Estimated 2020 expenditures are $2,793,375.96. The proposed budget was based on a tax levy of $.2754 on the valuation of $266,078,260.00 which will produce $732,780.00 in revenue. Motion was made to approve the 2020 County Revenue Fund budget. Motion passed.
Now on this day the balance on hand for the Special Road & Bridge fund is $431,825.99 with estimated 2020 revenues $2,170,800.00 making the total funds available $2,602,625.99. The estimated 2020 expenditures are $2,598,601.90. The proposed budget was based on a tax levy of $.2615 on the valuation of $266,078,260.00 which will produce $695,795.00 in revenue. Motion was made to approve the Special Road and Bridge Fund budget. Motion passed.
Planning and Zoning held a hearing in regards to Bernard Menne and Network Real Estate LLC.
The Ralls County Commission continued Bernard Menne hearing until March 2, 2020 at 10:00am to seek more information from applicants about property use. RC Harlow made a motion to approve the application for Network Real Estate LLC in regards to a telecommunications tower on Richard and Donna Arnold Revocable Trust. Motion passed.
Road maintenance was discussed. Meeting was adjourned. Commission will meet again on January 13, 2020 unless convened by court.
