Ray Arrested, Held in Pike County Jail

Tracey M. Ray, former city clerk of Center, was arrested on Thursday, November 21, 2019, at a residence in Center. Ray was charged with two counts of Assault in the First Degree, a class A felony, and two counts of Armed Criminal Action, an unspecified felony.
Bond was set at $100,000 cash only and she is currently held at Pike County Jail. While in jail she appeared in court by video for an arraignment. A request for bond reduction was denied. Ray’s next scheduled court appearance is 3 p.m. on Wednesday, November 27, 2019.
The charges were the result of an investigation by the Missouri State Highway Patrol when two members of the Ralls County Sheriff’s Department were wounded in a shootout with Ray on July 2, 2019. In that altercation Ralls County Sheriff Gerry Dinwiddie and Chief Deputy Ron Haught were injured by shrapnel during the exchange of gunfire with Ray. Ray was also injured and air-lifted to a hospital in St. Louis.
Ray was fired from her position as city clerk at the July 3, 2019, Center Council meeting as a result of failure to file mandatory financial reports with the state. The city then asked the Missouri State Auditor’s Office to conduct an audit in conjunction with the FBI. Findings have shown more than $246,000 in questionable credit card and insurance payments made from the City of Center’s bank account. The audit is still underway and could result in further charges against Ray.
